require exact pin labels, and verify each label against its SHA

The hygiene test required only that SOME `# vN` comment be present, never that it
was true — the pattern was `#\s*v?\d`. A bare `# v7` therefore passed while
labelling a SHA that was a different v7.x, and a wrong label is worse than a
missing one: it makes a major-version jump read as a routine same-line bump.

Not hypothetical: Dependabot bumped nf-spawn's checkout pin to a v7.0.1 SHA while
writing `# v6` on all five refs, and this exact pattern shape passed it
(nf-spawn#83).

Two complementary halves, because neither alone is sufficient:

- The offline test now requires an exact vX.Y.Z. Hermetic, no network.
- scripts/verify-pins.sh resolves each SHA against the tag its comment claims and
  fails if they disagree. Needs the network (git ls-remote, read-only, no auth),
  so it is a CI step rather than a test.

Mutation-tested, and the halves catch different defects:
  bare `# v7`                 -> offline FAIL, network pass
  exact but false `# v7.0.0`  -> offline pass, network FAIL
  baseline                    -> both pass
Workflow files byte-identical after.

Pushed a commit onto this branch (5aba700) rather than opening a separate PR, so the gate is in place at merge time.

tests/test_ci_hygiene.py accepted #\s*v?\d — it asserted a version comment was present, never that it was true. A wrong label is worse than a missing one: it makes a major-version jump read as a routine same-line bump. Not hypothetical — Dependabot bumped nf-spawn's checkout pin to a v7.0.1 SHA while leaving the comment reading # v6, and the identical regex passed it.

Two complementary halves, because neither alone suffices:

  • Offline (tests/test_ci_hygiene.py): the comment must be an exact vX.Y.Z. Stays hermetic. Catches vague labels.
  • Networked (scripts/verify-pins.sh, new): resolves each SHA against the tag its comment claims and fails if they disagree. Read-only git ls-remote, no auth. Catches exact-but-false labels the offline half cannot see.

Mutation-tested both ways, and the workflow file is byte-identical afterward:

No relabelling was needed here — unlike the sibling adapters, this repo's nine pins were already exact and true. The gate is what changed.

One placement note: the new step runs in the single-version lint job, not the 4-way test matrix, for the same reason ruff does — pin results don't vary across Python versions, so this is one git ls-remote per action instead of four.

verify-pins.sh is shellcheck clean; pytest tests/test_ci_hygiene.py (3 passed) and ruff check . both pass, and the workflow still parses as YAML with the step landing once.
